A mysterious figure who first appeared while helping a motley group of modrons in Mechanus, Tobi is a powerful caster who seems neutral to the Crown of Fire. He always wears a mask.
He drew the Skull? (crosscheck notes) card from the Deck of Many Things, then fought and defeated an avatar of Death.
He was banished by Balricstein back to his homeplane from Primus' presence. After that, he appeared in the CoF headquarters under a different disguise during the Devorin murder trials.
Later he was rescued by the CoF within Starshot, the dungeons of Nimbral. He was partially to blame for releasing a demon king or something? (citation needed)
